Carbon Peak Carbon Neutral Action Plan/Pilot Plan Preparation

Achieving carbon peaking and carbon neutrality is a major strategic decision made by China based on its responsibility to promote the building of a community with a shared future for mankind and the inherent requirements of achieving sustainable development.

On October 24, 2021, the State Council issued the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Neutralization" and the "Action Plan for Carbon Peaking Before 2030", requiring all localities and key enterprises It is necessary to formulate and implement an action plan for carbon peaking. It also requires the pilot construction of carbon peaking. Local governments, development zones, and enterprises can take the preparation of carbon peak action plans as an entry point to deepen their understanding of carbon peak carbon neutrality, initially establish a carbon management system, and actively and steadily carry out carbon emission reduction actions.

Service Content

The NOA green, low-carbon and energy efficiency service team is professional and experienced. On the basis of comprehensively understanding the history of carbon dioxide emissions, recognizing the current situation of emissions, analyzing emission trends, and studying and judging peak targets, it decomposes and implements the main goals and tasks, and strengthens the implementation of major policies. Innovate systems and mechanisms to provide guarantees to ensure that applicants achieve the goal of peak neutralization. Through the preparation of this plan, the unit's carbon dioxide emission peak target, roadmap, and implementation path are further clarified, and the vision of achieving carbon neutrality before 2060 is considered as a whole, and the necessary demonstration of the post-peak scenario is carried out.

Q&A

What are the applicable industries?
1. Organizations with annual greenhouse gas emissions reaching 26,000 tons of carbon dioxide equivalent are defined in the national "Carbon Emissions Trading Management Measures (Trial)" as national high-emission enterprises.
2. Each province and city defines the emission of provincial and municipal high-emission enterprises as 3000-5000 tons of carbon dioxide equivalent.
3. In addition to high-emitting enterprises, industries such as electric power, non-ferrous metals, energy, cement, papermaking, textiles, equipment manufacturing, building materials, chemicals, aviation, integrated circuits, food, steel, ceramics, and breeding have relatively high greenhouse gas emissions. It also applies to carbon neutrality, up to zero carbon.
How to achieve carbon neutrality?
 1. Comprehensive accounting of greenhouse gas emissions, including Scope 1, 2, and 3 emissions. Develop long-term climate policies and implement them;
2. Comprehensively increase the use of renewable energy through green power transactions and the purchase of green certificates;
3. Improve energy utilization efficiency by investing in new technologies and adopting energy management systems;
4. Promote supply chain companies to disclose carbon emission-related data, set carbon emission reduction targets, and implement carbon neutral actions.
How long is the service cycle?
30-60 days.
