In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth and fifth plenary sessions of the 19th Central Committee of the Communist Party of China, deepen the reform of "decentralized management and service", speed up the formation of an efficient, standardized and fair competition unified market for elderly care services, establish and improve the comprehensive supervision system for elderly care services, adhere to fair supervision and standardized law enforcement, constantly optimize the business environment, guide and encourage elderly care service institutions to operate in good faith and abide by the law, actively transform and upgrade, and continuously optimize services, Better adapt to the requirements of high-quality development of elderly care services and better meet the growing needs of the people for elderly care services.
The elderly care service refers to the facilities, organizations and services that provide necessary life services for the elderly, meet their basic needs of material and spiritual life, take the basic elderly care service needs of the elderly as the guide, meet the basic life needs of the elderly, improve the quality of life of the elderly as the objective standard, and provide basic life care, medical care, spiritual care, hospice care, emergency rescue and social participation for all elderly groups The network formed by the technical elements of talents, as well as the supporting service standards, operation mechanism and supervision system. The elderly care service mainly includes the following modes: home-based elderly care, community-based elderly care, institutional elderly care, community embedded elderly care, and information-based elderly care.
Based on the current situation of China's elderly care service industry, NOA starts with elderly care service certification, actively promotes the standardization of the elderly care service industry through certification means, and strives to promote the orderly and healthy development of the elderly care service industry and elderly care institutions. NOA service certification field, health care and social welfare, has been approved by the National Accreditation Administration to carry out the "elderly care service certification" work. The certification standard is GB/T 35796-2017 "Basic Specifications for Service Quality of Elderly Care Institutions", and the evaluation indicators focus on the basic requirements, service items and quality requirements, management requirements, service evaluation and improvement of elderly care institutions.
In addition, NOA is actively developing various pension service certification schemes, such as star rating, to meet the needs of enterprises and adapt to the development situation.
