The telecommunication service standard is the telecommunication service standard (Order No. 36 of the Ministry of information industry of the people's Republic of China), which was deliberated and adopted at the eighth ministerial meeting of the Ministry of information industry of the people's Republic of China and came into force on April 20, 2005. In order to improve the quality of telecommunications services, safeguard the legitimate rights of telecommunications users, and ensure the systematization and standardization of telecommunications services and regulatory work, the specifications are formulated in accordance with the Telecommunications Regulations of the people's Republic of China.
Telecommunication service certification is to improve the quality of telecommunication services, safeguard the legitimate rights of telecommunication users, and ensure the systematization and standardization of telecommunication services and supervision. The basic quality requirements that telecommunication service operators should meet when providing telecommunication services are the minimum commitments of the telecommunication industry to the public, and are also applicable to the telecommunication services provided by a single telecommunication service network or multiple telecommunication service networks. The telecommunication service providers shall meet the service quality indicators and communication quality indicators specified in these specifications. The service quality index mentioned in the specification refers to a group of parameters that reflect the degree to which the inherent characteristics of telecommunications services meet the requirements, and mainly reflect non-technical factors.
