The "Ten Articles of Soil" put forward clear requirements for the definition of the responsibility for the treatment and repair of contaminated plots. According to the principle of "who pollutes, whoever treats", the responsibility for the treatment and restoration will be borne by the unit or individual that causes soil pollution. This provision will clarify that in the process of urbanization, enterprises still have to take responsibility for the treatment and repair of remaining contaminated sites after they are closed and relocated. The Law of the People's Republic of China on the Prevention and Control of Soil Pollution was officially implemented on January 1, 2019. The law clearly stipulates: "Highlight key areas, key industries and pollutants, strengthen the control and repair of soil pollution, and effectively prevent risks; make it clear that key regulatory units of soil pollution shall establish a system for the investigation of potential dangers of soil pollution to ensure the continuous and effective prevention of the leakage, loss and dispersion of toxic and harmful substances; enterprises or individuals that have caused pollution shall bear the responsibility for the control and repair of soil pollution risks and bear the corresponding expenses." Soil consultation and restoration

Provide technical consulting services for contaminated sites:identify possible pollution and types of plots through data collection, audit, on-site survey and personnel interviews.

Survey report: determine the type of contaminated site and prepare a sampling monitoring plan, carry out||on-site sampling work, evaluate site data (meeting CMA and CNAS qualification requirements), and prepare survey reports.

Soil pollution survey can be divided into three stages:
1. The first stage is mainly data collection, on-site survey and personnel interviews.
2. The second stage is the pollution confirmation stage based on sampling and analysis.
3. The third stage focuses on supplementary sampling and testing.

1. If the use is changed to land for residential, public management and public services, soil pollution shall be investigated before the change.
2. For construction plots of land with soil pollution in the census, detailed investigation and monitoring and on-site inspection of soil pollution status, the competent department of ecological environment of the local people's government shall require the owner of the right to the use of the land to investigate the status of soil pollution.
3. The owner of the right to the use of the land shall investigate the soil pollution before the use of the land is changed for production and operation of the key regulatory unit or before the right to the use of soil pollution is recovered or transferred.

Why repair the soil of the polluted site?

What are the ways to treat contaminated soil?
There are a variety of treatment and repair methods, including the use of various chemical, physical or biological means to absorb, fix, degrade and convert pollutants. Physical methods include mechanical soiling, new soil, etc. The disadvantage is that some substances may undergo redox reactions after soiling, resulting in negative effects. Chemical methods include electrochemistry, leaching, air extraction, etc. In the chemical repair process, attention should be paid to the secondary pollution that may be caused by the pharmaceuticals.
