On May 31, 2016, the State Council officially issued the Action Plan for the Prevention and Control of Soil Pollution (commonly known as the "Ten Articles of Soil"). This long-awaited policy document has made a comprehensive strategic deployment for the prevention and control of soil pollution in China during a period of time.

Air pollution and water pollution are generally more intuitive, and differences can be felt through vision and breathing. In contrast, soil pollution is often relatively hidden and can only be determined through soil sample analysis, agricultural product testing, and even impact research on human and animal health. The "Ten Articles of Soil" put forward clear requirements for the definition of the responsibility for the treatment and repair of contaminated plots. According to the principle of "who pollutes, whoever treats", the responsibility for the treatment and restoration will be borne by the unit or individual that causes soil pollution. This provision will clarify that in the process of urbanization, enterprises still have to take responsibility for the treatment and repair of remaining contaminated sites after they are closed and relocated. At the same time, the "Ten Soil" emphasizes that soil treatment and restoration need to be carried out in an orderly manner, determines the focus of treatment and restoration, and proposes that all localities should be adjusted in combination with the improvement of urban environmental quality and development layout. 1. Service background
The Law of the People's Republic of China on the Prevention and Control of Soil Pollution was officially implemented on January 1, 2019. The law clearly stipulates: "Highlight key areas, key industries and pollutants, strengthen the control and repair of soil pollution, and effectively prevent risks; make it clear that key regulatory units of soil pollution shall establish a system for the investigation of potential dangers of soil pollution to ensure the continuous and effective prevention of the leakage, loss and dispersion of toxic and harmful substances; enterprises or individuals that have caused pollution shall bear the responsibility for the control and repair of soil pollution risks and bear the corresponding expenses." Soil pollution survey can be divided into three stages:
1. The first stage is mainly data collection, on-site survey and personnel interviews.
2. The second stage is the pollution confirmation stage based on sampling and analysis.
3. The third stage focuses on supplementary sampling and testing.

2.
