On February 28, 2006, the administrative measures for pollution control of electronic information products (hereinafter referred to as the administrative measures) was officially promulgated and took effect on March 1, 2007. The administrative measures determine that the control of six toxic and harmful substances including lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE) contained in electronic information products shall be carried out by means of catalogue management, and the use of these substances shall be prohibited or restricted step by step. In order to coordinate with the effective development and implementation of relevant work in the administrative measures, the implementation opinions on the voluntary certification for pollution control of electronic information products and the implementation rules for the voluntary certification for pollution control of electronic information products uniformly implemented by the state have been issued successively. The implementation rules have made clear provisions on the standards and technical specifications for certification.
On August 25, 2011, the national certification and Accreditation Commission and the Ministry of industry and information technology jointly determined and issued the implementation rules of the national unified voluntary certification for pollution control of electronic information products and the catalogue of the national unified voluntary certification for pollution control of electronic information products (the first batch).
The national promotion of ROHS certification is a certification activity that is implemented by the state and managed in a unified and standardized manner by the certification body to prove that relevant electronic information products comply with relevant pollution control standards and technical specifications. The national ROHS certification system adopts the principles of unified product catalogue, unified certification technical specifications, certification rules and conformity assessment procedures, and unified marks.
China promotes ROHS certification to fully implement the administrative measures for the restricted use of hazardous substances in electrical and electronic products, which is used to strengthen the management of the catalogue for the management of the restricted use of hazardous substances in electrical and electronic products, limit the use of hazardous substances in electrical and electronic products from the source, reduce the environmental pollution caused by the waste of electronic information products, protect the environment and human health, promote the production and sales of low pollution electronic information products, Promote the healthy and sustainable development of the electronic information industry.
National promotion voluntary certification: national promotion voluntary certification refers to the certification activities that are voluntarily applied for by enterprises and certified by a third-party certification body that electrical and electronic products meet the requirements of relevant standards and technical specifications for the restricted use of hazardous substances, and are uniformly implemented and regulated by the state;
Self declaration: self declaration refers to the conformity assessment activities conducted by the supplier (including the manufacturer, authorized representative, etc.) to verify that the electrical and electronic products provided meet the requirements of the standards and technical specifications for the restricted use of hazardous substances, independently complete the conformity assessment in a reasonable manner and report the product conformity information.
The suppliers of electrical and electronic products included in the standard management catalogue shall choose the national voluntary certification or self declaration method to complete the conformity assessment on the restricted use of hazardous substances of electrical and electronic products.
RoHS certified products in China include:
(1) Refrigerator, air conditioner, washing machine, electric water heater, printer, copier, fax machine, TV, monitor, microcomputer, mobile communication handset, telephone stand-alone and other complete products;
(2) Capacitors, resistors, electronic tubes and other parts and components;
(3) Mouse, keyboard, hard disk and other component products;
(4)PCB board, ink and other electronic material products.

The opinions on the implementation of voluntary certification for pollution control of electronic information products uniformly implemented by the state clearly states that CNCA and the Ministry of industry and information technology shall take measures to encourage and support producers, sellers and importers of electronic information products to apply for national certification for pollution control of electronic information products they produce, sell and import, For example, the products that meet the national voluntary certification for pollution control and the relevant licensed enterprises are exempted from the collection of waste electrical and electronic products treatment fund, preferentially included in the government procurement plan, promoted international mutual recognition, and the acceptance of the national ROHS certification results by compulsory certification.
